Why India's National Passport Continues to Drop in Worldwide Standing

Earlier this year, a video by an Indian travel influencer expressing frustration over India's weak passport went viral across digital platforms.

The influencer stated that while neighbouring countries such as Bhutan and Sri Lanka were more welcoming of travelers from India, securing travel permits for visiting many nations in Europe and the West continued to be difficult.

This dissatisfaction regarding India's poor passport strength was reflected in the latest Henley Passport Index, ranking the country in the 85th spot out of nearly two hundred nations, a decline of five positions compared to the previous year.

Officials in India has not commented regarding these findings yet.

Countries including Rwanda, Ghana and Azerbaijan with much smaller economies than India – a nation that is the fifth-largest economy globally – are ranked higher in the ranking at the 78th, 74th and 72nd spots, in that order.

Actually, the country's position in the past decade has hovered around the eighties, even dipping to ninetieth place in 2021. These rankings are dismal when measured against other Asian countries such as Japan, South Korea and Singapore, all maintaining top positions.

The power of a passport indicates a nation's soft power and international standing. This leads to enhanced travel freedom for passport holders, boosting business and educational prospects. Limited passport power results in more paperwork, increased visa expenses, reduced travel benefits and longer waiting times when journeying.

But despite the drop in position, the number of countries offering visa-free access to Indians has actually increased over the last ten years.

For example, eight years ago – when the current administration's ruling party assumed office – 52 countries offered visa-free access for Indian passport holders with the passport ranked 76th on the index.

The following year, it fell to the 85th position, then improved to 80th in 2023 and 2024, dropping again to the 85th position this year. At the same time, visa-free destinations for Indians grew from fifty-two eight years ago to 60 in 2023 and 62 in 2024.

The Competitive Global Mobility Landscape

The number of visa-free destinations this year (fifty-seven) is higher than what it was in 2015 (52), yet India's rank for both these years remains at eighty-fifth. What explains this situation?

Analysts note that a primary factor involves growing competition in global mobility – meaning countries are forming additional travel agreements to benefit their citizens and their economies. According to recent analysis, the global average number of destinations travellers are able to access without visas has nearly doubled from fifty-eight nineteen years ago to one hundred nine currently.

For example, China has expanded the number of visa-free countries its citizens can travel to from fifty to eighty-two in the past decade. Consequently, its rank in the ranking has enhanced from 94th to 60th during the same time period.

Meanwhile, India – which was ranked at seventy-seventh place in July – dropped to eighty-fifth place this autumn after losing access of two nations.

Other Influences Impacting Passport Power

A former Indian ambassador notes multiple elements influencing a nation's passport power, like economic and political conditions plus its openness to welcoming citizens from other countries.

For instance, the US passport has fallen from the top ten currently holding the 12th position – a historic low – due to its more inward-looking approach in world politics.

The former ambassador recalls that during the seventies, Indian citizens had visa-free access to many Western and European countries, though this shifted following Khalistan movement during the eighties. Subsequent political upheavals have continued to damage at India's image as a stable democracy.

"Many countries are growing increasingly wary of immigrants," he stated. "The country possesses a large quantity of citizens emigrating to other countries or remaining beyond visa limits affecting the country's reputation."

Factors like how secure a country's passport is and its immigration procedures also contribute in gaining visa-free access to other countries.

Security and Technological Improvements

India's passport faces ongoing security risks. In 2024, authorities arrested 203 people for alleged visa and passport fraud. India is also known for complex immigration processes with lengthy timelines for visa approvals.

The diplomat says that new technologies, like India's recently-launched digital passport or e-passport, may enhance safety and streamline immigration. The e-passport includes a small chip holding biometric data, making it harder to forge or tamper with the document.

However, more diplomatic outreach and travel agreements remain key to boosting international travel freedom for Indian citizens and consequently, India's passport ranking.
